A Critical-Legal Review on the Budget Allocation of Higher Education Institutions in Ecuador

Introduction: In Ecuador, the increase in the student population has not been accompanied by a proportional increase in the budgets allocated by the State, even though without the necessary resources, quality would not exist.
Objective: To carry out a legal critique of the budget allocation to universities, through the study of the UNACH 2016-2022 case, in order to problematize and characterize this scenario. Methodology: Quali-quantitative approach, legal, dogmatic, historical, logical, descriptive legal research. The research methods were legal sociology, case study, inductive and deductive method. Documentary and interview techniques were used in data collection.
Results: In the case of UNACH, it has achieved historical milestones such as its accreditation by the CACES, inclusion in international THE and QS rankings, career accreditation; it has increased its student body, but its budget has been decreasing.
Conclusions: Despite the economic decrease that UNACH has experienced, it has focused on maintaining and sustaining research areas, linkage, infrastructure, and teaching staff with the aim of providing a level of quality and warmth for its prestigious institutional service for society and future professionals.
